Spinners are good for small water.
I have this small river/creek I fish for silvers and do really well on spinners. I use a #4 most of the time.........but sometimes will go down to a small spoon like a Dick Nite.
There's this small slot on it where I just stand at the top and feed out about 10 feet of line and park the spinner right in the slot. When the vibration from the blade stops, set the hook.
There's nothing better than a creek full of silvers...........especially when it's unknown to the horde. Enjoy.

Well, you kinda have them at a disadvantage becasue you can usually follow them whether they go upstream or down, but it's a blast watching them blast up and down through shallow water.
Lots of times when they bite your spinner, they just come up behind it a clamp down........no pull or jerk. That's why I say to set the hook if your spinner blade stops turning at all.
Anyway, spinners will do you best on water dropping back into shape after a rain. After the water clears and stabilizes, you might want to switch to spin gear and toss a small egg bait with a splitshot, or a little Dick Nite spoon.

I don't think that there are too many "small creeks" that are open to salmon fishing; better check the regs.

Go pound some sand ShoreZinger. There are tons of small creeks in Washington that are loaded with silvers every fall. Whether you can keep them or not, it doesn't really matter. They get little pressure because most people switch to hunting. Go tell the Indians that same thing. Subsistence my ass.

It isn't that tough to figure out. I just wish there were more enforcement officers to go out and write some tickets! If it's not open to salmon fishing, there's a reason. You are poaching at worst, and harassing wildlife at best. Does that make you feel good?

Don't blow a gasket Bait Caster, you might end up not being able to fish anymore.
What I meant to say is that you can fish in alot of these streams whether they are open to retention or not. I wasn't saying that you should slay everthing there. Simmer down, dude.
Here's another question, why does everyone associate outlaw behavior to people with mullets? I've seen guys who have graduate degrees break every law in the book. Sounds pretty elitist and snobbish to make ridiculous statements like that.

Cupo is right on this one.
Page 26 of the regs specifically says "All freshwater areas are closed to FISHING for SALMON... unless listed as open in the special rules."
"Fishing" in this rule includes both retention and CNR. Think about it? How can one argue that it is OK to CNR (i.e., no retention) in closed waters, when in fact you have to perform the active act of "fishing" in order to perform CNR?
Whether it is legal to CNR for salmon in closed waters has been debated before in this board and in other boards. The general position has been that it is NOT permissible to do so. I personally would not take the risk.
Here's the bottom line folks: If you are fishing in an area that is closed to salmon fishing, using your Vibrax spinner with the 2/0 hook, and then the warden approaches you and asks: "What'ya fishin' for?" and then you reply: "Salmon but I am releasing all of them." Then you are going to get a big fat ticket.
However, if you are fishing the same water with your garden worm and size 6 hook and 4lb test line, and you say to the warden "I'm fishing for trout, but these stupid salmon keep hitting my bait, and I am releasing them anyways", then you should be OK.
Sorry to rain on the parade...
