If he has the MSO you can apply for the boat title. DOL has a form to fill out; http://www.dol.wa.gov/forms/420289.html

Watch the taxes. Be sure to put as much as you can on the cost of teh trailor. They have you split the costs when you switch it over. Painful when I did tow boats at once. The tital needs to be switched but the boat does not need a license as long as it is not under power. No motor......No license. The trailor as to had the license changed over. Nice fees for that as well. Save some $ and say forget the boat license. If you launch on the OP be sure to ask for the motorcycle plates. They are much easier to get out of teh way on the trailor and you wont need to keep bending them back after every launch. Hope this help.

Get a bill of sale for the boat and the trailer, with a separate price for each. If you send me an e-mail address I can send you one in Word format I use all the time (I'm a banker). Make sure he also signs off on the titles. I always title my boats, DB or not, just to make sure that if I ever want to toss an electric on it, I'm good. The cost is pretty minimal, and I just suck it up. So many people whine about the tax, etc. Just do it and get it over with.
I would also suggest the small trailer plates. I'm putting them an all 3 trailers as I have to get new plates. One down, two to go.

Any power other than human, regardless of length, needs boat numbers.

Better call DOL. You don't need to license (title) a boat if it's not used on federally regulated water, if it's under 15' and under 15hp. I just went through this. But if you want to pay taxes every year and have numbers on it , do the title thing and license it.
