The Confederated Tribes of the Chehalis Reservation would like to call together a meeting of concerned parties to discuss the mis-management of the fisheries resources by the WDFW and QIN. Specifically we are concerned about over-fishing impacts on a fragile Spring chinook stock through bycatch during the 15 week 5 day a week Sturgeon gill-netting season currently in progress in Grays Harbor and the Chehalis River. While the WDFW has told us that QIN reports they will harvest less than 10 Spring Chinook as incidental catch during their Sturgeon fishery, they have refused to supply any data that would support such a statement. In talks with our Tribal fishermen and they have said that 8.5"-9.5" mesh when hung properly will still catch many especially the largest Spring Chinook. They have said that if a fisherman desires to catch Spring Chinook with that size of mesh it can be hung in a way that it will easily harvest many Spring Chinook. This fishery is very concerning to us as this run of Spring Chinook is currently not supplemented by a hatchery and is dependant on all the predicted fish making it to the spawning grounds to spawn.

We would like any concerned parties such as the Chehalis Basin Fisheries Task Force, WestPort Charterboat, Commercial and Sportfishing groups, and concerned Citizens to contact Andy Olson of the Chehalis Tribes fisheries to discuss an invitation. This meeting will be through invitation only and you must contact Aolson@chehalistribe.org for an invitation. We will be discussing strategies to deal with Chehalis River fisheries management issues focusing on the mis-management by WDFW and QIN. I can see a reason for hesitation. QIN appears to call the shots for Grays Harbor fisheries. If the QIN doesn't attend, where can this go?

There's no doubt if WDFW and/or the QIN don't attend, then there's not much to be discussed...someone ought to at least make a PDA request to WDFW, they have to honor that.

In this meeting we are looking for a united group of users and concerned citizens this obviously doesn't include WDFW or QIN since they allow and defend fisheries which are devastating a fragile run of Spring Chinook and other salmon species not to mention the Sturgeon. Once we have met as a group we can present our ideas and complaints to politicians, the press and higher level state officials that might actually want to make someting different happen. We have been meeting with WDFW for the past 3 years and all of our concerns have fallen on deaf ears. When I asked for data to support the 5 day a week 15 week sturgeon fishery going on currently in Grays Harbor and the Chehalis River the response from WDFW was that the QIN had told them their incidental catch of Spring Chinook would be less then 10 fish for the entire season and that they were going to allow the fishery and we could talk to QIN fisheries about our concerns. We are supposed to be co-managers of the Chehalis watershed yet we aren't included in any of the real management of the river we are just given a number decided on by WDFW and QIN and told that is our share. We want to protect the fish for future generations and we think that the time has come to go over the head of WDFW and try to get some real results. I hope this clears things up about our intentions with this meeting. If anyone has any questions they can feel free to e-mail or PM me with them and I'll try to answer them as well as I can.

Start by putting together a Public Disclosure request to WDFW and ask for everything they have regarding QIN fisheries on the Chehalis system and Grays Harbor...don't let them just tell you that "you have to ask the QIN"...they have everything the QIN has, and you need to get all their documentation, for sure.

I can understand your concern. It is my understanding that the Chehalis Tribe has not been forth comming with numbers of, species of fish caught by the Chehalis Tribal fishermen during their gill net fisheries during the year.......if this is true, then why would you expect others to want to share information with you??????

Are the Chehalis fishermen, at this time, fishing????? If so, then how concerned can you be about the "wild spring chinook" run?????

I share many concerns on the Chehalis and its tributaries, and have for 35+ years, but until the State part of the "co-management team", decides to take a "tougher stand", on season setting......then I feel any meetings is a waste of time. 5 days a week, for the most part, from 12/1, until about 7/31 is not "protecting" the resource......and for sure takes many "wild runs" of not only Steelhead, late silvers, but maybe these spring chinook.

It would be helpful if tribal fishermen had to record "hatchery and wild" fish is thier daily reporting......not just fish.

The Chehalis Tribe has been in negotiations with WDFW on fishing and hunting issues for many years and they have collected their own data on all the Tribally caught fish and wether or not they are hatchery or wild. They actually have WDFW staff in their fish house during every Coho opening during the fall fisheries. The tribe has been trying to get WDFW to meet and actually co-manage the resource rather than just give them a number decided by the QIN and them in a closed door meeting. The Tribe only has one card that it can play to force a meeting and discussions since WDFW doesn't seem to want to cooperate and that is to withhold some data in hope that WDFW will come to the table to actually negotiate a way for the Tribe and other user groups to be considered and included in co-managing all of our resources. I can see you have frustrations with these fishery issues and I understand why. The Tribe has decided to take a stand and be heard rather than just taking what the WDFW and QIN decide to give them and manage without their input. The Chehalis Tribe also allows WDFW staff to operated it's smolt trap on Tribal property near Independence Creek. They have tried cooperating and it got them nowhere so here we are trying to gather other concerned citizens and users of this resource to take action and meet to try and come up with a unified strategy to force the hand of the WDFW or someone in power to regulate or manage the resource with conservation in mind. The Chehalis Tribe has called for a commercial conservation closure on the Chehalis River due to low escapement projections. The Chehalis Tribe is very conservation minded and would like find others that share their opinion and desire to work through this tough situation without giving up because it is hard or unpleasant, the purpose of this meeting is to find out how may folks feel the same way and are willing to be counted and want to be heard it is an election year after all and politicians might want to help protect these fish as much as we all do but they were unaware of the mess in Chehalis Fisheries management. We can inform more people together rather than seperate. You still didn't answer one of my questions:

Is or has the Chehalis Tribe had "gill nets" in the river, since the closure, for 2008 Spring Chinook, was announced?????

My comment about "record wild and hatchery fish" was not directed at the Chehalis tribe but the QIN. I would assume this information would be very helpful in trying to protect any of the "wild runs" of fish, in the Chehalis Basin. Just seems to me that all user groups, should have to have the same accountability?????

DrifterWA,

The Chehalis Tribe has had a Ceremonial fishery for their Annual Spring Chinook Salmon Ceremony and the goal was to catch between 10-15 fish for the Tribe and the local Community to share. There were less than 10 fish caught and I saw every one of them they haven't asked or scheduled any Subsistence opening yet and I don't anticipate them doing any. Thank you for your clarification on the Wild and Hatchery Steelhead. Please send me an e-mail or PM so you or anyone else interested can get an invitation to the meeting. We are trying to gauge how big of space we need and then we'll schedule the meeting and let everyone know when and where.
