My Pal wants to fish with live herring at the lower river and into the salt with bobber and live herring. I have not heard anything "except no can do" yet sounds like fun. salmon is a food fish not game fish Eh? why nobody do this? Please dont bake me on this one.

Which river? It's easy enough to find out...check the regs for that river, and check the regs for the marine area it empties into...I don't think you can fish with live fish in freshwater, for either gamefish or food fish.

No possession of use of "live fish" for "gamefish bait" per page 31.

Some vagueness or loopholes in this rule though. For example, if a person is using live herring to fish for steelhead while in saltwater, that person is technically in violation of the rule, but would not be in violation if using live herring to fish for salmon in that same body of saltwater.

Another example, it seems that a person would not be in violation if fishing for sturgeon or salmon (food fish) in freshwater, using live fish for bait, but would be in violation if targeting steelhead or other gamefish in that same body of freshwater.
