So a question... He's in office until the 2010 elections at a minimum.  I get that.
  So he's also the chair of the Natural Resources, Ocean & Recreation committee, which is what allows him to create all sorts of problems for us.  My question is simple...  What would be required to displace him as the chair of this committee?
  Are these chair positions elected?  Seniority based?  Is there another committee which he'd rather be on?  I'm not an expert at these things, but would appreciate any insight you all have.

Seniority based, taking into account experience and interest in the subject matter.  While I disagree with most of his "interests", he's got 'em, and has a lot of seniority and experience in the field...tough nut to crack.

Who do we know that could advise us on potential strategies to at a minimum put pressure on Jacobsen, and ideally remove him as chair for that committee?
  I'll speak to my rep, anyone know anyone?

The tool lives a block away from me. Once while he was campaigning in the neighborhood a few years back there was the nemesis at my front door, needless to say it was nothing more than hello and goodbye MF'er.
