Thought it was supposed to be 50/50 catch rate? Something doesn't look quite right there, they obviously have better fishing methods than us.

Does anyone have a link to the page on the WDFW website for the explanation of the derivation of these numbers, ie, What's the definition of "State"?

Share not accounted for is non-state/non tribal fisheries? So fish caught in Canada and AK are not counted in these I assume. Correct me if I'm out to lunch on that. If I'm right, sport and commercial out of state makes the balance look right (in theory), altough we don't enjoy the benefit of those fisheries unless we travel.
Still seems screwed up.

As I understand it, allocations are supposed to be 50:50 for fish taken in Washington. BC and AK don't count. I believe that the state is moving away from absolute sharing in favor of opportunity.
It is viewed as better to have a sport fishery in the ocean and straits than a gillnet fishery off of Seattle. The hook and line fishery is way less efficient than a net fishery; it can't take fish fast enough. Unless, maybe, allow 10-20 fish limits and snagging.
So, catches won't be balanced if the primary fishery by one side is inefficient hook and line and the other has nets.

Another point to keep in mind is that the fishery in front has to manage for mixed stocks and preseason projected allocations, allowing appropriate pass-through to the terminal area. The terminal fishery gets to catch whatever shows up, consistent with conservation needs. So, in the case of chinook and coho, where the tribes are the more terminal fishery in south sound, they might get more of the catch. But in the case of Snohomish winter steelhead, for example, it's the opposite -- the recreational fishery gets the lions share, usually, because they are more terminal, and just about all the hatchery fish making it to the river are harvestable. In both cases, though, the side with the smaller actual catch has not been denied opportunity to harvest their full share.

Bushbear is correct. State is non-tribal . I can't open it either.
I also, recently learned that there are still two bottom draggers, Indian, working the Sound. Won't we/they ever learn?

The fundamental question is - Does the State portion include non-tribal commercial? The other question is - What are the numbers outside of Puget Sound?

One thing that makes it a little different to think about is this...
Between the Green and Snohomish watersheds, there are something like half a million wild coho coming back, just those two river systems.
We fish the heck out of 'em from AK, B.C., the ocean here, through the Straits, through the San Juans, in inner Puget Sound, and in the rivers...the tribes net the heck out of 'em, too...and there are many, many times the escapement goal still stacking up on the spawning grounds, far more than are necessary to keep the runs productive and large.
The fact of the matter is, we suck at catching them. After decades of fishing the hell out of 'em everywhere, I believe we've culled tens of thousands of biters out of the herd every year, until we end up with half a million descendants of non-biters on the spawning grounds.
Even out at Sekiu where it's widely regarded that the coho are still good biters, it's all relative...you might be able to go out and have no problem catching ten or twelve fish every day, but at times you are fishing over schools of fish that number in the tens of thousands...it used to be that you'd hook up within a minute on every drop, but not any more.
The fish are still there, but they're bad biters out there, too...there are just so many that even if only 5% bite, that's still thousands of biters, and you can find 'em if you keep fishing.
I hate to point this out, but if you wanted to see more "balance" in the treaty/non-treaty catches of PS coho, you'd have to put non-treaty fishermen with gillnets in the rivers...it's the only way we'd ever catch enough to balance it out.
I'd rather just have 'em hit the spawning beds than do that...it's not like anyone fishing for coho around here is suffering from a lack of fish...far from it...we're just suffering from an inability to catch them.
Sporties will never have any chance at all to push the balance...and I hope you guys aren't up for the alternative to make that happen...more non-treaty gillnetting.
