"Washington, Oregon and the Columbia River treaty tribes have agreed on a three-year program to reduce non-Indian catches of spring chinook salmon to even out harvest imbalances in 2008 and 2009.

...the non-Indian sport and commercial catch will be subject to at least a 30 percent buffer prior to the spring chinook run update made in early to mid-May.

If the forecast were for 300,000 upper Columbia spring chinook, Washington and Oregon would manage the non-Indian share as if the forecast was 210,000"

Anyone know anything about this!?!?

This must be good news for the "recovery through harvest reformers", more hatchery fish will be harvested.
Just like their plan only instead of down river commercials doing the catching, it will instead be up river Tribal.
Sports are taking it in the shorts again.
How about we remove all commercial harvesters from the mainstem LCR and shift the 2% mortality to the sports?

It only means that it will be easier for Idaho springers to get back home... and provide better fishing for all upriver fishermen.
