One of my friends was at the house a year or so ago, and asked if tehre was any legislation that I would like to be brought up.  he's a rep her on the coast.   I told him about the fact that suppressors (silencers) were legal to own in Washington, but that through some sort of misguided reasoning, their use was not legal.  I said it would be nice to be able to not only own, but to be able to use them as well.  Currently owners of them need to travel to Oregon or Idaho to use them. Brian ran the bill through the house, and it sailed through pretty easily, getting a vote of 88 to 4 to pass it.  The companion bill was run through the senate, and after seeing the results in the house, it passed the senate judiciary today.  Looks like it will head to the floor for a vote in the near future.  This will mean that 90 days after eth session ends, firing ranges will get quieter.  At least some will.    Brian is also running bills for cougar hunting with hounds, plus various trapping bills that will once again allow folks to trap moles with pincer traps, legally.

Dogfish, hit him up to get bear baiting back.  Possibly by permit if nothing else.  Love the suppressor issue.  Was looking into getting one for my .223 for predator hunting but couldn't find anything in the hunting regs about using one so I kind of gave up.

NFA (full auto) is GTG as long as you owned them prior to 1994.
  It would be a stretch to get NFA firearms, plus short barreled rifles (under 16") and SB shotguns (under 18") legalized in today's environment.  
  This is merely a clean-up bill that brings Washington law into line with Federal law.

Someone asked for the progress of the issue, so here you go. This is the straight scoop right from the two folks running the bills through the house and senate. 
  Hi Senator Hatfield, 
  I had spoken with Brian Blake about running HB 1016 prior to the beginning of the session. Brian is a friend of mine, but I live in Senator Sheldon’s district, in McCleary.
  I see where Brian’s bill had made its way through the house and was passed a few weeks back. I know Brian had asked you to run the companion bill and that it has made its way through the judiciary committee, but is currently stalled in the rules committee. Do you anticipate the bill making it out of the rules committee, and if not, is there anything that I can do to assist the bill? 
  Just wondering what the next step in the process is for this item.

SB 5112 has moved out of the rules committee to the floor for another reading, which is VERY good. ...and while we weren't looking HB 1016 has been scheduled for its first public hearing on March 9th in the senate! Moving forward. Slow is smooth. Smooth is fast.  Soon we will be much quieter.

If the barrel is 16" in total length "with a permanently attached" (pinned and/or welded) you should be good to go.  I would suggest you verify this yourself and not just take my word on it.  
  I'm assuming that you are buying an AR (10 or 15) type rifle with a 14.5" barrel, and that it has an IZZY or other type of flash hider permanently attached to the barrel.  Most likely the rifle would have a disclaimer of "All NFA rules apply" if the barrel length is less than 16" and the flash hider was easily removable.
  You would also need to meet the minimum .24 caliber requirement for Washington.  6.8 SPC or 6.5 Grendel are two pretty good all around calibers for deer.  We have taken a bunch of deer with the 6.8 SPC.  2800 FPS with a 95 grain bullet, 2400 FPS with a 130gr bullet.  Very accurate.
  Rifles with barrel lengths under 16 inches are considered NFA items and are called "short barreled rifles" (SBR's).  SBR's are regulated by the BATFE, and you would need to complete a form 3 (to buy a completed SBR) or a form 1 (to build one yourself), then send in your application, passport photos, CLEO sign off, or trust documentation, along with a $200 check to the BATFE where you get to wait for 60-120 days while they go through your background and finally approve you.  After approval, and only after approval, can you then assemble or take possession of the SBR.
  One tricky issue here in Washington.  SBR's aren't legal to own, possess, or use.  That is an issue we'll take up next year.
  Again, don't take my word as the gospel.  Research it yourself, because screwing up and getting arrested for an NFA violation means Federal charges, and Federal prison.

None that I can see, except for ammo for both.  Make your choice and stick with it.
  The 6.5 has ammo available from Alexander Arms (spendy) and Wolf.
  The 6.8 has ammo available from SSA (Silver State Armory) in Morton, WA, as well as Remington and a few others.  SSA brass is small rifle primer, Remington brass is large rifle primer.  (Two formats is confusing, make sure you sort brass correctly.)  No Wolf available.
  Both calibers have a lot of projectiles out there, with the Barnes TTSX being some of the best ones IMHO, Accubonds coming in a close second.  
  I have also been able to find Remington 115 FMJ's, so I bought 3,000 for the 6.8 SPC.  (6.8SPC was developed to be a replacement for 5.56x45)  Lots of bulk projectiles available.
  6.5 FMJ's are SPENDY, so be prepared (Lapua).  Cheapest ammo by the box is $13 for Wolf through AA.  Don't see any loaded FMJ offering by anyone.  Pretty expensive blasting/training ammo.  Not a lot of bulk projectiles available.    
  I handload everything, so I bought 1,000 pieces of brass from SSA.  Relatively low pressure round, so the cartridges don't get too beat up.  Easy round to load, good accuracy, and the boys have taken 3 deer to date with our 6.8.

Handloads even the score between 6.8 & 6.5.  Heavier bullet choices with the 6.8 make the choice clear, along with greater overall range of bullet choices.
  Powder capacity is greater with 6.8 than 6x45, larger bullets, greater FPE at the destination.
  One cool thing with 6x45, just form your own brass from .223 (5.56x45).  Same with .300 Blackout.  Also use regular bolts for .223/5.56.  Again, downside is downrange performance (FPE).
  Accuracy with all out of AR platforms is excellent.

6.8 is a good choice. http://68forums.com/forums/forum.phpA 1x-4x Vortex gives you the best of both. Illuminated CQ both eyes open @ true 1x and then you can dial up to 4x for longer stuff.  There are  two reticle choices and the price is fair. Bobro or Larue rings/mounts.

  Thanks for all the help!  I'll take a look at the Vortex optic noted.
  Today at  the WRC's dog training day,  a friend brought a nice piece for me to salivate over.  He had a racy little 1x3 Leupold optic with illuminated reticle & quick release, sitting an a Noveske upper and LMT lower.  Nice stuff.

Seems like the short 6mm - 6.8mm is getting a lot of attention these days. Flavor of the month sort of thing. That is a nice new caliber.  Fun playing with stuff that isn't "off the shelf".
  If you think that Noveske upper was neat.  Just wait until we can play with a Noveske attached to that same lower, sporting a 7.5"-10.5" barrel.  14.5" will be so "yesterday".

Went to the Judiciary Committee meeting on HB 1016 today.  The bill continues to move forward as apparently the bill was moved to the exec committee today ahead of schedule where it received a "Do pass" rating.  Thanks Senator Carrell for advancing this ahead of schedule!
  Rules committee is next, then the floor for a vote, and then 90 days after session, shooting gets A LOT QUIETER!

I was invited to the signing of the bill this Monday.  Looks like as of July 23rd, it will be law.  My trust is done, so I am ready.
