Puget Sound used to be similar to the OP. Retention of wild steelhead to CnR season. Now natural progression is closing the season earlier and earlier again for conservation of steelhead with much less chance of interaction with anglers.
It’s not out of the realm to consider no CnR in the OP now or in the future regardless of any rationalization one wants to use to the contrary.
