I did two cataracts today. Put the oar vertical in a wading boot that is on the ground. Roll the rubber downwards over the rope, as Merg suggested, with confidence. Keep rolling them until about in the right spot then push them into the final position by nudging it around the oar.

Dry- no nuking, soap or grease.

easiest way no soap needed.
(1)slide donut where oar blade goes on the shaft and slide donut up to rope wrap
(2) put on boots
(3) then put oar grip on the carpeted floor.
(4) sit on couch/chair
(5) Hold the blade end of oar shaft in hands then use both feet to roll donut over rope wraps. took 3-4 kicks to get it to were it needs to be. NO hurting hands.The best way ever!

lots of interesting ideas but I don't understand the need to put the donuts over the wraps. I slid mine into a bead of polyurethane right on top of the wrap, then finished it off with a clean bead on the top side of the donut. Preped it correctly and moisture cured- 11 years later, no issues.

It depends on where you want your oars stopped and where the wraps happen to occur.

In the future, make a tapered "ramp" of black tape to make it easier to get over the hump of the rope wraps. then either use the foot method, or use soap or silicone spray to slide it up the wraps. If you have the rubber style oar-rites the tape and lube are almost required.
