This info is from 15+ years ago. I went with a friend few times to Whidbey island and Friday Harbor. Lots of rabbits then and I am sure easier to get permission to hunt.

Go to Whidbey Island drive on Hwy 525 and north to Hwy 20. It should not take you more an hour to check things out. North and South of oak harbor there are couple of Naval air stations that used to give permits with lots of land to hunt. I am not sure if they still do after 911. Lots of other private lands that you could get permit to hunt. Be careful shooting. In Friday harbor we got permission to hunt a few lands loaded with them. Friday harbor was really good and a nice Ferry ride. Drive around in Friday harbor and you will find them. It is not that big. As I said I haven't been there lately and things may have changed. I had never rabbit hunted before and my friend talked me into it and it was fun. Some of those rabbits used to run mach 3 through bushes and not easy to shoot. You had only 1-2 seconds window to shoot them. As I said be careful what is around you before shooting. Good luck.
