I'm with SZ on this. The Hawks are one of the youngest teams in the NFL. Adding a soon to be 39 year old, even for just one year isn't a good move in staying with the plan.
There will also be plenty of guys available on the waiver wire before the season if you need to add another receiver. That is the great thing about the NFL, surprise cuts happen every year and guys become available.
Having TO and Edwards on the same field would be like drama class.
Defense and running the ball is where its at for the Hawks.

The TO signing, if nothing else, will get people talking about the Hawks and the upcoming season.

Fan interest can be generated in various ways.

If he can catch 40-50 balls, I think that would be a success.

This is a little different situation for TO this time around, he is running out of teams to play for and I'm sure he will be on his best behavior at least through camp and the first half of the season. Time will tell. However, recent history has shown that Pete and Snyder are not afraid to cut a guy because he isn't working out and money hasn't been an issue. Hoosh got the axe with a lot of cash still owed to him a couple years ago, Mike Williams, thanks but we don't need you now, Lendale White-nope. The track record so far shows that Pete has a certain expectations to be met and if they aren't being met, the player is thanked and sent packing.

This just shows that Hank thinks it's a good move for the Hawks. lol
