This may be a stupid question but I am having trouble finding anything that looks like a correct answer via the internet.
My question is can the President increase/decrease/add a new/extend taxes or tax breaks without Congress?
Sorry if this is an ignorant question but google is not helping me answer if for myself.

Via 'executive order' a President can do things to "act upon" or "clarify" laws written by Congress, but can't write legislation out of new cloth. The dispute is always centered around how much basis there needs to be in delegated authority for an EO...those who like the EO find there needs to be little, of course, and those who don't like the EO contend that there needs to be a large amount. Try here: http://en.wikipedia.org/wiki/Executive_orderWhat basis the EO rests upon, and defining what a "tax" is, would be pretty ambiguous terms. Fish on... Todd

Todd, thanks that helps make more sense than what I could find. I thought Congress had to submit the Tax increase/decrease/exemption via some sort of bill and then the President either approved or vetoed it but really couldn't do it without something from congress.

That would be the most likely way things would happen. Fish on... Todd

Historically, think about how to fund a war without congressional approval. Happened not long ago. I thought Congress approved the invasion of Iraq in a house resolution, which was passed by the Senate the next day and signed by the President on Oct 16, 2002. I guess I was wrong.

Anyway, Todd provided enough info so I could help my daughter go in the right direction for her assignment. Thanks.
