My cousin just sent me some information about how parts of SoCal are looking to the northern half of the state for water. Obviously, with their drought, the folks up north don't feel like sharing .
We have already over-appropriated the Colorado (AZ,NV, and SoCal need the water), Texas and the lower midwest have sucked their aquifers way down, South Florida is now having saltwater pushing into the groundwater they use. Lots of folks not only want and need water but look at how many people live in those areas and how much political power (Federal) they are growing.
It won't be too long before we see fairly serious proposals to tap the Columbia, Great Lakes, and any other source of freshwater to support those areas. And, there is precendent. When San Francisco wanted water they got Federal approval to suck it out of a national park.

IMO - Fresh water, not fossil fuels or minerals will be the #1 most important natural resource over the next 100 years. Places that have reliable and consistent access will prosper. Places that do not will suffer. Something like 2% of the US population produces 95% of the worlds food. Once the Ogallala Aquifer no longer produces, the entire world will be hurting. I think that cities that are built in near deserts (e.g., L.A.) should look into ocean desalination plants. And in preparation of that they should stop polluting the ocean so much. And then sell the salt to the midwest for their roads.

I can remember when California tried to divert the Columbia river water south.
