I wouldn't get too worried.

The quota had only been 27.7% consumed as of mid-month. Less than 6 weeks to go to get the charter fleet past Labor Day. That's the only thing that counts.

The consumption rate has been about 8%/week the past 2 reported weeks. If that excellent catch rate holds up all summer, we'd only burn another 54% of the quota thru Labor Day week. There's plenty left.

We should thank all those folks keeping that second silver.... they're helping to keep the king season open!
