Too many guides is bad for........the bad guides.

My thought is that you control overall harvest by seasons, daily limits and possibly seasonal limits. Again, guides provide a service and everyone aboard is constrained by recreational fishing regulations.

But if you can control the number of guides why not just decide that there are too many fishermen and limit the number of licenses? Or maybe those whose Wild number ends in an even number get to fish on even numbered days (Julian calendar rules) and odd numbered Wild get the other days.

Topwater, I hear your pain and can only offer that increased usage (demand) is one way of improving service. Or, conversely, not having the revenue will ensure further degradation of facilities which immediately impacts access. As I suggested earlier there is a ton of WA money that is being dropped in OR and there is no doubt in my mind some of that could be spent in WA if WA licensed guides could fish the LCR and maybe several of the other estuaries without the requisite limited entry charter license.

Sounds simple enough but then it all goes back to Nof where the quota's are set for each area, if you increase the catch rate at Bouy 10 then where do you plan on decreasing it at up river?

Are you assuming that there would be an increase in total number of WA guides who would work the LCR?

If so, that may or may not be accurate and, even if an increase, how many more guides and how many more angler trips over and above those already occurring via WA guides who buy an OR license and take WA anglers out from the OR side?

Frankly, I don't really believe that the sky would fall (that is, huge increases in overall recreation catch in the LCR) if that were to occur. But, as with your perspective, mine is just speculation.
