MA 7 should reopen for this derby

I believe the Anacortes Derby is our ceremonial rite to fish.
It's been one of my favorite ceremonies for a few years now and just needs to happen. Sense Jay has been the master of ceremonies at this event for years then it is obviously and legally ceremonial.

I'm sure the Tribes would understand the importance of our traditional ceremonies as they expect us to understand theirs.
