We went from 297 cfs to 1120cfs. With a mean of 1140, it should be a green light anytime.

At least here on north Sound rivers I'm not sure why WDFW would not re-open fishing. Over the weekend the area received 1.5 to 2.5 inches of rain (and currently raining now) resulting in significant rises in river levels. For example the Nooksack jumped from around a 1,000 cfs to more than 4,000; the Skagit from 6,000 to 12,000 and the North Fork Stillaguamish from less than 200 to more than 2,000.
For those rivers with temperature gauges current temperatures are less than 60 degrees. The 10 day weather forecast calls for highs between the mid 60s and mid 70s with night time lows from the mid-40s to mid-50s. The 10 day river level forecasts are for flows within the "normal" range for this time of year.
While the impacts on local salmonids populations from the summer of 2015 stream conditions will be felt for several years continuing the fishing ban will likely have little effect on reducing those impacts.

We have seen significant temp drops in the Snohomish system over the past month (from 23-25c down to 17-19c, well below D50 mortality values).
The holdup now, in my opinion, will be the tribes. It will take a cooperative agreement to facilitate the openers, and I think the tribes are pushing for a conservative approach and waiting "a few weeks"....
