Somewhere in my LIFE classes, the coach said that any vessel down to an electric motor on a 2x4 had to be registered.

So you get a warning from Barney Fife. Would you rather have received an actual citation?

I don't understand what there is to "vent" about here. Its not a new thing that you have to register your boat.
