There are times out on the river that I see people catching fish, but they don't punch their cards. I'm wondering if they have a licence at all. I know some states require that licences be worn in view. Like our state requires clam diggers to wear the tages in plain view. I asked a person once if they needed a pen to mark his card. He told me he already did. I know he didn't. I was fishing ten feet from him. Bet ya he didn't have one.One less Chum in the world.
