Industry Releases Updated Economic Contributions of Recreational Fishing by U.S. Congressional Districts
Editor's Note: Today's informational briefing on recreational fishing comes from the American Sportfishing Association.

Alexandria, VA – Recreational fishing brings a myriad of economic benefits to communities throughout the U.S. The American Sportfishing Association (ASA) and Southwick Associates have released the 2017 update of Economic Contributions of Recreational Fishing: U.S. Congressional Districts, along with a new series of one-page infographics, which depict recreational fishing's economic impact on all 435 Congressional districts and the 50 states.

The information in the report and infographics use data from the most recent U.S. Fish and Wildlife Services' National Survey of Fishing, Hunting and Wildlife-Associated Recreation, conducted in conjunction with the U.S. Census Bureau, as presented in ASA's Sportfishing in America report. The study used mapping and population software to hone in on smaller geographic areas in a way that is particularly relevant to members of the U.S. House of Representatives.

The results in Economic Contributions of Recreational Fishing: U.S. Congressional Districts report describe the economic contributions for the respective state economies from anglers who live within each congressional district.

America's 46 million anglers generate more than $48 billion in retail sales with a $115 billion impact on the nation's economy creating employment for more than 800,000 people. Recreational fishing is the foundation of an industry that involves not just the manufacturing, sale or provision of tackle and other fishing gear, but also includes services such as boat builders, hotels, restaurants and much more.

"A top priority for Members of Congress is the ability to identify jobs and economic opportunity in their districts," said ASA Conservation Director Mike Leonard. "By identifying recreational fishing's economic impact at the Congressional district level, we can clearly show Members of Congress that recreational fishing in their district or state is a tremendous economic driver and job creator."

Leonard further said, "Given the new Administration's and Congress' focus on job creation, it's critically important that we provide accurate, detailed information to decision-makers on the tremendous value that recreational fishing provides to the nation."

This report is based upon 2011 USFWS data. The Washington State page (http://asafishing.org/wp-content/uploads/Economics_of_fishing_in_Washington_Rev.pdf) indicates 1,252,871 anglers spent $1.2B with a break out of angler numbers and fishing related expenditures by Congressional District as follows (Dist #/ No. of Anglers/Fishing related expenditures):

3. 124,750 $123.3 Million
4. 117,101 $115.7 Million
5. 124,669 $123.2 Million
6. 126,892 $125.4 Million

A bunch and then you need to factor in the PR and DJ taxes that come back to the state depending hunting and fishing license sales, too.

A published 2013 NOAA study The Economic Contribution of Marine Angler Expenditures in the United State 2011, states that of the 23 coastal states in the U.S., Washington State ranks next to the bottom at No. 22 in non-resident angler effort. This has an abysmal impact on nonresident fishing license fees and tourism dollars spent in this state.

It's important to rank the economic value of each sector relative to it's percentage of the catch. If you look at the link Larry B provided above (http://asafishing.org/wp-content/uploads/Economics_of_fishing_in_Washington_Rev.pdf) you'll see that the estimated economic output provided by recreational fishers was ~$2B and resulted in about 16,211 jobs.

For the commercial side, the directly comparable numbers are bit harder to come by since but this report - https://www.st.nmfs.noaa.gov/Assets/economics/documents/feus/2012/FEUS2012.pdf - estimates that total economic impact of commercial seafood operations at ~$10.6B (table on page 6 - sales + value added) . Note however, that the $10.6B number includes the economic value of processing and sales of fish harvested elsewhere but processed and sold here. The revenues generated from commercial landings in WA state are only about ~$276M. Averaged over the US, the ratio of "total sales generated" to "value added impacts" (again the tables on page 6) is about about 2.38. From that we can estimate the value added impacts from landings in the state of Washington to be ~$276M/2.38 = $116M so that the total economic impact of commercial landings in the state of Washington is about $276M + 116M = $392M. That $392M is generated from about 90% of the total allowable harvest while the recreational $2B is generated from about 10%. Even if we assume that half of the recreational $ are generated from fresh water non-salmon fishing, that's $1B on 10% of the harvest compared to $392M on 90% of the harvest.

So recreational fishing generated about [($1B/.1) / (0.392B/.9)] = 10/.436 = about 23 times as much revenue per pound of fish harvested. The point is that the economic interests of the state are better served (and more jobs saved/generated) by increasing the recreational allocation at the expense of the commercial allocation.

Unfortunately, the majority of salmon that made Washington the salmon capital fishing destination of the world have found their way into the hulls of ocean commercial fleets instead of returning to their natal state waters to benefit, sporting goods, retail, hotel and motels, manufacturing, state and local government, guides/charter boats, tribal & NT commercials, sport anglers, and much, much more, etc..

These ocean fleets are costing us enormously by not letting these salmon return home and you would think there would be enough common ground on this issue to work together for changes.
