Frankly, it is a Win-Win for the treaty tribes if Salmon fishing (or any fishing including Crab) is shut down.

How so? Well, if the salmon are so decimated that the Feds step in to close salmon fishing, the Tribes and the NT Commercials just apply for Federal Disaster Relief Funds!

Imagine, getting paid to not fish because you overfished? What a sweet deal. The real losers are us, the sport fishermen, who are spending millions of dollars on boats, gear, hotels, etc.

We pay a hell of a lot more than the tribes and commercial's, and they get a reward for taking the last salmon out of the water!

I will bet big money that some of the Tribes have already requested Disaster money on fisheries they shut down. Like the Niqually Chum and others.

Impacted Indian fishers should tap the tribal coffers; after all, they are citizens of Sovereign Nations..........

Shut down fishing just gives the tribes more time to "bank all the $$$$$$$ from gas sales and casino monies".

Excellent point.

They also do a great deal of good in environmental/habitat restoration.

Actually, the Tribes and Recreational fishermen could be a very powerful coalition for the greater good if we could just trust each other!

I wish Chair Loomis would meet with us...what a great first step!

The vast majority of tribal habitat work and fish things in general are paid for with Federal & state grants. The tribes seldom dip into their own funds. In fact outside private land owners ( such as small land owners, timber companies, or agriculture ) most all efforts are paid by the tax payer and it seldom matters who is undertaking the project.

If the Legislature doesn't pass a budget and the State shuts down the WDFW News Release this morning indicates WDFW will shut down all fisheries (under its control) excluding NT coastal crab (something about separate funds but if that is true then P.S. crab endorsement monies should be covering any enforcement on that fishery as well).

That possibility raises several questions:

1. Will WDFW reimburse for our lost opportunity (snowball's chance in Hell)?
2. Will tribes consider any portion of the State's share which goes (or will go) unharvested as being "foregone opportunity" and suck it up?

In answer to (2), the short answer is yes. But, the Tribes would have to show that the NI side had no way to catch the fish. Say the Clowns keep the budget undone for the summer and all the marine mixed stock fishing is missed. WDFW can still open bays and rivers to sports and nets. So, it is not foregone.

Opportunity is foregone when one side can not actually catch the fish in an area where it is legal for them to fish.
