Fishery Notice - Fisheries and Oceans Canada

Subject: FN0899-RECREATIONAL - Fin Fish (Other than Salmon) - Halibut Fishing Closure - September 6, 2017

The Department has reviewed in-season monthly catch estimates for the recreational halibut fishery with the Sport Fishing Advisory Board during this year’s fishing season.

Catch information indicates that the recreational share of the Total Allowable Catch for halibut will be achieved by early September.

Therefore, recreational fishing for halibut under the BC Tidal Waters Sport Fishing Licence will close effective 23:59 hours September 6, 2017 for the balance of the year.

An experimental licence program is available that provides an opportunity for recreational harvesters to retain halibut beyond the halibut fishery closure date under the BC Tidal Waters Sport Fishing Licence by acquiring halibut quota from the commercial fishery.

Management actions for the 2018 halibut fishery will be developed this fall and announcements will be made in early 2018.

The comm'l fleet gets about 76% of the total halibut quota.

In 2017, the sport fleet divvied up its shares with about 5.8 million pounds going to the Alaska sport fishery, 1,117,500 lbs to the BC sport fishery and the 2A fishery (WA, OR, CA) had just under 530,000 lbs

A dead fish is a dead fish. Charters are rather commercial, anyway. Seems to me if somebody wants to "sell" his share that is his, or her, right.

Are you suggesting that charter operators should be purchasing all or some of the commercial quota to support their service industry? With the current percentage of allowable harvest directed to the private boat recreational fishers?

By the way, I agree that charter operators are businesses but disagree with you in the sense that they provide a service rather than harvest commercially for sale to the market. Nothing new in that distinction.

I see no problem with the charter operators buying commercial share and using it for trips. If I can sell a fish to a buyer for a dollar a pound and get 2 dollars a pound for that same fish sold to a charter operator I get not only twice as much per pound but I use no gas, don't accumulate costs. Makes economic sense.
