Many people (Rec fishermen) started calling the night before and first thing in the morning. From what I could discern, the intense pressure the department has been feeling over the outrage of the Ten Year Harvest Plan, coupled with the pressure from the public calls, created a situation that resulted in an expedited opening. From my past experience (and I very well could be wrong) this immediate opening is somewhat rare.
