Google has not been my friend lately, and the wdfw site is not giving me the answer I need either.

I would like to post a flyer near a local river about rock swimming holes? where the kids line the river with rocks to damn it up so they can get to their knees. I know it seems to get published every year that, this impedes the migration of salmon as the runs start, and is illegal, but I can't find something from a newspaper or wdfw or NOAA that has the correct info on it.

Go to WDFW's habitat program page. They would responsible for issuing permits for in-stream and near-stream work so they should have a statement or two there.
