Begs the question of what the tribal (or any other) fisherfolk will do for a living after the final nail is driven.

I'd say your perception is right on......I've been aware of a on going conflict between QIN nets in lower river and the guides which have to do their fishing above "already picked over waters".

So, just to make sure I have the story straight, both fisheries were closed amid the realization that the forecast wasn't coming to fruition. Next, the sport guides complained about their lost opportunity, which got their fishery re-opened. Finally, because Humanity can't see fit to allow any recreational fishery without a corresponding commercial fishery, the nets went back in, too. Is that about right?
So will the decision to keep fishing make the rest of the forecast materialize out of thin air? I guess the future of Quinault steelhead depends on it, so let's hope so.
Begs the question of what the tribal (or any other) fisherfolk will do for a living after the final nail is driven. Demand federal subsidies for their lost fishing opportunity. It's a win-win for them

They were just below the 101 bridge. You know, they quit netting the mouth, let the fish make it upriver, then start netting at the lake. Wouldn't want to let that opportunity swim past.
EVERY fish we saw this weekend in the area had major net marks. Not most, but 100%.
