I have seen silvers hit the candle fish in a smaller fashion. What was interesting is that they did not actually appear to be feeding when going through. They simply were going through and slapping and hitting bait. Then, about a minute or so later they would come back through and hit the stunned fish. I kept chasing the busting fish until I realized that I needed to dead drift a bait through after the silvers would bust the schools. This would almost always get a hit, while a moving bait was completely ignored.
