Short answer is no, we won't learn.

We will have better treatment in place, better structures, better technology. We can fix anything, engineer any solution.

When ask if we will ever learn, broaden the question to most everything humans do.

I might add, after having seen those pic of Doc's with the tumors and other internal oddities how many Pacific salmon are gutted and bled back into the water?

Ya all know that doing so is (at least was) a direct violation of the Clean Water Act as is the requirement (as applied to NI Commercials) to throw all steelhead back even if dead.

It's not just "money". Do you want to pay to have, say, Seattle's wastewater fully treated to remove all added nutrients, all added pollutants, and all added temperature? Most folks are unwilling to pay.
