Based on this conclusion, I guess that Dr. Hilborn and his colleagues would say that effective fisheries management has not been applied to our salmon and steelhead fisheries. Perhaps they have a solution that our managers have not seen.

Thank God! Now I can go fishing and expect to catch a few steelhead again.

All Ray said is that "effective" management can work. We know that from the results seen in a variety of fish populations, wildlife populations, and so on. The fact that our fish stocks are not recovering is proof that the management actions needed are not being taken.

too bad WDFW is the least effective agency in the state.

They certainly are not very effective but there are those that say DOT or DSHS, or the Fairies (a subset of DOT) would give them a rune for least effective.
