i was wondering if its open and if not when will it open and when will the humpys be comin my friend from school want me to take him back been asking me since i took him in 5th grade last year i got brand new very nice poles and real from my uncle and aunt they spent lots of money on me plz answer my info

No, the skagit is still closed, I'm not sure when it reopens but probable the 1st of june for trout. like I said though I don't know for sure. As for humpies that's an iffy thing right now, it usually opens on the 1st of august but it was closed two years ago and depending on what they have predicted and how the water levels are it could go either way. I haven't looked at the new regs for the river so that should be the first place you go-then ask someone else like a sporting goods store (assuming they know what they're talking about.
