Scientists tell NMFS to re-examine it's policies

[5] SCIENCE PANEL KNOCKS NMFS OVER HARVEST POLICIES
A panel of scientists has told NMFS that it should re-examine its policies
for setting salmon harvests that include listed fish. The Salmon Recovery
Scientific Review Panel recommended that NMFS should take a closer look at
the legal mandates in Indian treaty rights and the Magnuson-Stevens Act,
to find out if they are superceded by the Endangered Species Act.
