IMO the # 1 shop is Kaufman's in Tigard, great people and good advice, # 2 would be NW Flyfishing out on NE Halsey out near Gresham. NW puts on a lot of outings and they know of what they speak. Good Luck.

For steelhead I like The Fly Fishing Shop in Welches. If I'm in town I like Country Sport. A lot of the shops concentrate on trout or saltwater too much for me.

If you get farther down south, The Scarlet Ibis
in Corvallis is an excellent shop.
Close to the Alsea and Siletz. There is also one in Forest Grove but I haven't lived in oregon for four wonderful years. It's a nice place to visit.
Good Luck.

The Greased Line. Mark Noble. Vancouver Wa. He is not just a shop but a guide and avid fisherman. Known and recommended him for over 15 years.

Kaufmanns Streamborn gets my vote for best int he portland area, a great selection. Might be a bit high in price but if you need something they probably have it.
