I know that in the Oregon rule book there is a section in the front of each zone that basically says "These are the rules for this region unless otherwise listed hereafter". Dunno about the Washington book, though.

Yes. If a lake is not in the reg book then it is considered year-round. I confirm this every year with fisheries and I have confirmed it this year.
The only reason the lakes are listed is because of special rules, seasons, etc. Jack

I thought then it fell under general rules, I might be wrong.
