Rewards for catching poachers

I was reading this thread:

Is there a fund for rewarding the capture of fish poachers? If not why not?

Probably too wide spread and not enough man power, allthough I'd like to see people that turn in poachers get a percentage of the fine if prosecuted. Even if they need to up the fines to do that. Do you ever wonder if they don't have a quota of writing citations for the month?
