People voluntarily support the Red Cross, I wonder how many donations (voluntary) FEMA receives ?

Do they compete against one another at the scene of a disaster ?

I think FEMA has the potential to be a great disaster relief mechanism. But it does seem somewhat unorganized with less than ideal results per effort exerted. It also seems as though there have been unusually high instances of disaster relief which we all pay for in one way or another.
