boat anchoring question

was out yesterday floating on one of my local rivers, came accross an couple guys in a what looked like about a 17" shallow "v" bottom tracker boat. they were anchored up from the back of the boat and were running plug rods out the front of the bow. is this a safe practice on a river with a moderate flow? they had a bow mount trolling motor that was being used to mover the bow left to right while anchored, I thought that was pretty cool ! but is this a dangerous boating practice. Iv'e always heard in a boat like this you must anchor from the bow when in a river. thanks for any input...

EXTREMELY DANGEROUS!!!

If/when that water comes over the back......its over quick.
