Not to sure on the flow rate myself, but on the gage I'm thinking around 30 or so. 37 is flood stage, 26-27 is getting pretty low for winter as I recall.
I tend to be more concerned about viz than level, since the Bogey is a fairly easy drift and gets even easier to drift (not necessarily fish) as the level goes up. Summer flows can be pretty tough.
I'm sure some of the other guys will have better info to offer you.

30.02 on the drop was my best day. Just look behind the bolders in the hatchery run.
