I have been hearing that some groups have tried to get the regulations changed to allow any fin missing retention, not just the Adipose so we can retain hatchery fish from all hatcheries including indian?

I also heard that the sneaky Indians who cut off a ventral fin do not want whitey to get any of those fish and are researching some kind of ring around the ear to ID the fish they put out of their (paid for by Whity) hatcheries.
If this is true, then the only hatchery fish we will be able to retain are Adipose cut fish and all Indian Hatchery fish will have to be thrown back so the Indians can put them in their nets.

Anyone explain this or confirm?
