My buddy does that (and also the Big One). My friend has a piece of 1 X 5 fir about 12" long with 3 holes drilled in it. Then some spongy insulation is glued in the hole making it a little smaller then the butt diamter of a rod. He has this mounted to the back end of the forward seat on either side of the boat.

The rear seat, on the rear end, he has 12" of 1 X 5 fir 12" long that has slots cut into it and the same foam glued in so that the rod tips need to be jammed in.

The rods sit in the boat with the butt forward, held by the foam/wood holders and are suspended in foam.

The Big One has a similar set up in his boat but it came from the manufacturer that way (at least it is not made of wood.... )
