The agency depends on the time it takes the courts to move forward. In recent years the Willapa NT Commercials challenged the season set and it was nearly two years later ( making the point mute as the season was over and in the past ) that they got a unfavorable decision. Other examples exist I imagine but all revolve around WDFW's legal authority which they have very successfully utilized to use as a shield for many actions. A TRO would blow that mechanism apart at the seams and brother I would love to watch the fire drill that followed in the concrete palace in Oly, it would be epic!
