Interesting suggestion. I always thought Locke was the blandest of the bland, but in hindsight he was far better than either Gregoire or Inslee, in that the latter two sold their souls for politics regularly, giving tribes monopolies. I don't remember the teacher's union issue with Locke. There will always be a teacher's pay issue as long as compensation is based on time and grade instead of merit.
