This year the pre-season forecast doesn't support a recreational fishery. There was talk of putting language into the LOAF to open it though if the return is higher than expected. I don't know if that made it into the document which I assume is still a work in progress. TBD might mean still in negotiations with tribes or might mean pending actual return.
