"Instead of a Police Reform Bill how about a "how to raise your child bill. It's easy to make a child but few know how, or are even willing, to raise a child. Let's fix the problem at the start, not at the end. It's unfortunate the police have to deal with the end result of a failure of the parents, or parent, in most cases."
