"We..." are missing, a most important part!
Our, human, separate but equal, 4th Branch, "civil defense" system.
For getting our individual voices, back into the political process, at all levels.
For "building disaster resistant communities"!
For finding truth, quickly, around crucial public issues!
FEMA states, "["active and passive" (OCD)] civil defense is [comprehensive contingencies] management"!
By applying a four phased cycle: "Mitigation, Preparedness, Response, Recovery."
"Through an IEMS...
Integrated [comprehensive contingencies] Management System...
Which includes all sectors: public, private, and governments."...
And; FEMA recommends that all communities maintain "secondary EOCs", ["manual backup systems].
"We" use that, to consolidate and coordinate resources: Human, Material, Information,...!
And; to mechanize and empower, pure / direct demos-kratos, within a republic!
Easily, if we use a neutral / objective, logistics / liaison, "Matrix" NGO
And; if we build it into Academics, at all levels, all who are able can participate in democracy, by making this the "separate but equal" "4th Branch."...

This system belongs, to you, too!
Basic human survival stuff.
"Social animals"... Social systems...
Food/Ag., Water (potable), Shelter, Shielding, Security, Medical, Search & Rescue, Public Works, Commerce, Logistics, Liaison,...
"A well regulated [comprehensive contingencies management systems / neighborhood incident management systems] being necessary to the [national security democratic posture] of a free state, the right of the people [to employ a version of the Swiss "active and passive civil defense", so to mechanize and empower pure / direct democracy, within our republics, so to assure, our pursuit of life, liberty, and happiness, is not ever] infringed."!
Folk, please note, the structure of the sentence, of the 2nd Amendment, in how it was written out; thusly, an independent sentence, followed by a dependent, which made the latter dependent, on the first...
That first part, is far more important, if "We..." examine the word "militia", in it's context, at that time...
What fits it best, is the concept, of [active and passive] "mustering"; and, to insure that folks would consistently attend the [gatherings of purpose], that they agreed to fine each other, if: one were late, absent, and/or were not properly equipped!
They met frequently, at a same place, at a specific time...
To account, organize, nominate, elect, lead, train, educate, equip, exercise, develop, liaison, secure, inform, plan, deploy, transport, commerce, salvage,...
Imagine, what they talked about, as they gathered, while waiting for others; and during... Getting informed, and formed into teams, for neighborhood incident management; and, ponder what they talked about, as they parted way, after the official "Formations.".
Imagine, what we could do with the passive part, in that, we could do our "mustering", from home, so to manage any "political" issues.
Imagine, what we millions of Vets can provide, as a "backbone", in this system, as solid security ground, since "active and passive civil defense are integral to national security posture" (OCD).
(Dare I suggest, this system being a workable solution, regarding our firearm assets...?).
Attention on Deck!... To all you millions of military Veterans...
Folks need a trustworthy system, to cling to... To use, and work into...democratic...!
And; folks need us, to do this, over night !!!
Give us a place, to check in, to help with building a basic neighborhood incident management network.
We need you Active and Reserve Duty personnel, to help us, with the liaison and logistics, to get our systems in place.
Thusly, separate from government, while connected.
The NGO will give us neutral ground, for selecting our best leadership, while applying Standard Operating Procedures.
For now, we need former Officers, Staff Grade NCO, and Admin. NCOs, to give us all, a place to plug in...
Our, knowledge, training, education, experience, talents, abilities,...
Younger Vets know tactics and systems...
Older Vets can help, with strategies, and support...
Folks, the "civil defense" system "We" have, to work with, are scattered all around us.
We only need, to bring our part of it back on line!
This needs you young folks!
"We" need our very own Internet asset.
"We" need a "Matrix NGO, under it...
The parts you need are just laying there, collecting dust.
Bring it back to life!
This is the system folks keep begging for.
Build it ! Make it happen !
Ask the Vets you know, to establish the SOP backbone, for the operations.
Lock the Matrix NGO into all levels of education / Academics.
Use Internship, In--Service Learning, volunteers, Instructors...
To build, within all schools, 24/7 CCMCs (like NASA?).
Comprehensive Contingencies Management Centers...
If only, to teach that "trade"...! Degrees....
To revive "mustering" (from home), to resolve issues.
To manage resources...
To restore "civil defense"!
