In 1978 President Carter commissioned a report on mental health treatment in the country, and that report resulted in the 1980 Mental Health Systems Act...which was promptly unfunded in President Reagan's 1981 budget...which I'm guessing you already knew, but didn't like talking about.

By all means, though, write a few more things in response to yourself, over and over again.
