I don't know what they need but do know that, where the rubber meets the road, they don't have enough. As Rivrguy said, some top-pruning is likely necessary.

What we need is an open and transparent process for the public to see what is needed, like by line. For example, to produce X fish at Soos Creek we need this much money for staff, utilities, food, etc. Line by. line what is needed. Add in each task with what will be accomplished. Start at the bottom and add "support" staff as needed; again justifying span of responsibility.

It will require more public involvement asking pointed questions.
