There are a lot of cans of worms here and in Puget Sound. I don't believe that the Snoqualmie, Samish. Duwamish, Chehalis, Cowlitz, Shoalwater, and Chinook aren't formally recognized by the Feds as Treaty Tribes. This cuts them out of Treaty RIGHT fisheries but also out of access to all the Federal monies. Obviously, they can see fireworks, gas, firewater, and run casinos but they are not sovereigns.

Another interesting aspect is that, in the article above, Quinault claims that the Chehalis, Cowlitz, and Chinook are part of the QIN. It would seem that QIN, based on that reading, could/should assume management authority over those bands. As such, they could/should schedule Treaty Fisheries. Of course, that would shift the Chehalis catch to the Treaty side and give back the NT fish.
