The opposition to killing pinnipeds points out the biggest problem I see salmon recovery. There is no one thing, probably even the complete closure of all fisheries, that will restore salmon.

When have to restore the habitat, restore the rivers, clean up the waters, reduce/reverse impacts of climate change, decrease most fisheries, reduce predation, and so on. So long as anybody can say "it's the nets, or it's the seals, or it's the dams, or it's the trawlers, or it's whatever isn't me there will be opposition to really doing much of anything.

As Salmo said, we collective made this mess it will take us all to fix it.
