C&K is fine on hatchery fish, future runs of broodstock fish that will eventually replace them, and on native runs of fish that are PROVEN (not speculated) to be in self-sustained health despite a controled fishing harvest. For all native fish that don't meet that criteria, which encompasses most runs in the lower 48, then require C&R only and keep gillnets of anybodie's away from them. .....
