You'll definitely have more action fishing/trolling from a panga boat.

Last April we fished from the beach (El Cardonel, located north of Los Barillos, about 1.5 hours from Cabo) for one or two sessions each day, using everything - bait, jigs, wobblers. Total catch was like a single needlefish. Our sense of it was that we simply couldn't move the lures fast enough. That's why trolling out of a boat is more effective.

As to boats, language needn't be a barrier if you simply learn the names of the fish you want to go after. You're going to a foreign country after all. Learning some spanish or at least carrying a $10 electronic phrase translator will add immensely to your trip.

Do however, be aware that the small boats (pangas) are minimally equipped. No safety, firstaid, or communications. Bring your cell phone.
